UP cops arrest Dr Kafeel Khan from Mumbai airport for 'inflammatory' speech

In UP, income tax for CM and ministers is paid by the treasury, since 1981

The Uttar Pradesh state government exchequer has been paying the income tax of all the chief ministers and ministers since 1981, reports Times of India. A law, Uttar Pradesh Ministers' Salaries, Allowances and Miscellaneous Act 1981, passed by then Chief Minister VP Singh, stated that since the ministers were poor and had meagre salaries and could not afford to pay the tax. It should be noted that UP is one of the poorest states in India.
Since then UP had 19 Chief Ministers and over 1,000 minsters.
A section of the Act says, “Every minister and minister of state shall be entitled, throughout term of his office, to a salary of one thousand rupees per month. Every deputy minister shall be entitled, throughout the term of his office, to a salary of six hundred and fifty rupees per month. "The salary referred to in sub-sections (1) and (2) shall be exclusive of the tax payable in respect of such salary (including perquisites) under any law relating to income tax for the time being in force, and such tax shall be borne by the state government.”
The list of chief ministers who have had the UP treasury pay their tax includes Kalyan Singh and Rajnath Singh of the Bharatiya Janata Party, Mulayam Singh Yadav and Akhilesh Yadav of the Samajwadi Party, Mayawati of Bahujan Samaj Party, and the incumbent Yogi Adityanath.

 In the current financial year, the income tax bill of Adityanath and his council of ministers was around Rs 86 lakh and was paid from the state treasury. UP principal secretary (finance) Sanjiv Mittal, confirmed as much to Times of India.

Chasing govt jobs, desperate youth flock coaching hubs year after year

GN Shakya is a veteran of Allahabad’s test preparation centres. Like many others, he has been in pursuit of a secure government job for years--in his case, 16 years. During this time, he has amassed five degrees (BA, MA, LLB, B.Ed and M.Ed), and performed odd-jobs, all while studying for the professional examinations. “What work will we do when half our life goes by in finding a job?” he asked when we visited in early April 2019.

This near-dejection has not caught hold of Deepak Maurya yet. Dressed in a white vest and shorts, the 17-year-old has just completed his 12th grade exams and taken a train to Allahabad, “taiyyari ke liye”--“to prepare”.

Maurya is staying with a relative in a room in one of the many lodges in the neighborhoods around the University of Allahabad.

This particular lodge houses about 20 people in a handful of 8ft by 9ft rooms, all of them doing taiyyari--for competitive exams for government jobs.

The test-preparation industry thrives in many parts of India, some of the most prominent in the north being Delhi; Allahabad, which attracts aspirants from eastern Uttar Pradesh; Jaipur and Jodhpur in Rajasthan; as well as smaller cities such as Sikar in the eponymous district in Rajasthan for those who cannot afford to go to big cities such as Jaipur.

Localities such as Vivek Vihar in Jaipur, Katra and Baghada neighbourhoods of Allahabad, and Mukherji Nagar, Rajendra Nagar and Munirka in Delhi, contain concentrations of the educated unemployed--those who constitute India’s historic demographic potential, vying for a shrinking pool of secure employment opportunities.


 In near-identical neighbourhoods across these cities, thousands of youngsters spend some of their most productive years preparing for exams that may or may not get them government jobs.

Mulayam Singh Yadav appealed to his supporters to respect Mayawati, stating that she always extended support when it was needed. Mayawati, on her part, appealed strongly to her supporters to vote for Mulayam Singh and the gathbandhan in this election, asserting that he was the real leader of the backward classes, unlike Narendra Modi, whom she called a fake backward.

What are the messages that emerged from this joint rally and what will their impact be in the 2019 elections long-term politics of Uttar Pradesh?


 The first is that Mayawati was trying hard to convince her followers to support Mulayam Singh Yadav and other candidates of the gathbandhan, most of whom are Samajwadi leaders in a region in which the third phase of polling will take place in UP. This domain is typically a Yadav bastion and is famously called ‘Yadav-Land’, although it has a sizeable population of Muslims as well. Reservation should be based on population, says BJP UP ally Apna Dal

Diverse views of BJP allies Suheldev Bhartiya Samaj Party (SBSP) and Apna Dal (Sonelal) in Uttar Pradesh on reservation to backward classes have become thorn in the flesh for the ruling party ahead of Lok Sabha polls.

While the SBSP has given 100 days' ultimatum to the BJP to implement recommendations of a social justice committee on backward reservations, the Apna Dal (Sonelal) has raised questions on the basis of the report without caste census.

The committee constituted in May last year had in its recommendations to the state government favoured division of backward castes in three categories -- backward, 'ati picchda' (very backward) and 'sarvadhik picchda' (most backward).

"The recommendations of the committee cannot be implemented without caste census. The government should first do caste census and then implement any such recommendation.

The reservation should be according to 'jiski jitni sankhya bhari, uski utni bhagidaari' (based on population). And when the government has not done any census, how can it provide quota within quota," Union minister and Apna Dal (S) leader Anupriya Patel said.

"If without caste census, the government implements the recommendations, it will be seen as a move of the government to create infighting among backwards," she said.


 On the other had, SBSP chief and cabinet minister Om Prakash Rajbhar said, "If the government does not implement recommendations of the report within 100 days, my party will leave the BJP and contest on all 80 Lok Sabha seats in Uttar Pradesh."

Priyanka takes up Congress role in UP after over a decade behind the scenes

With the general elections less than 90 days away, Congress President Rahul Gandhi on Wednesday appointed his sister, Priyanka Gandhi Vadra, general secretary in charge of eastern Uttar Pradesh, which constitutes roughly 40 Lok Sabha seats, including their family bastions of Amethi and Rae Bareli and Prime Minister Narendra Modi’s Varanasi constituency.

Priyanka, who turned 47 earlier this month, has been an important, behind-the-scenes figure in the party’s decision-making processes for over a decade, but Wednesday’s announcement marks her official political debut. With UPA Chairperson Sonia Gandhi having already indicated her desire to retire from electoral politics, the move could pave the way for Priyanka’s entry into the electoral arena and she could contest from Rae Bareli, the seat currently represented by her mother, party sources said.

Her appointment, however, opened the Congress to renewed attacks from the Bharatiya Janata Party (BJP) over “dynastic politics” and "lack of inner-democracy". BJP Spokesperson Sambit Patra said the Congress had admitted to Rahul Gandhi having “failed” in providing leadership.


 The Congress's allies, including Rashtriya Janata Dal leader Tejashwi Yadav, welcomed the news, though. Congress strategists believe Priyanka's charisma would help the party perform better in key states of UP and Bihar in the Lok Sabha polls.
