India and the United States are closing in on an industrial security agreement that will allow the transfer of defence technology, sources said on Monday, ahead of US Secretary of State Mike Pompeo’s talks in New Delhi this week to promote strategic ties.
Disputes over trade and protectionist moves have escalated between the two countries in recent months, but defence ties remain strong with Washington seeking to build Indian capabilities as a counterweight to China.
India has bought weapons worth more than $15 billion from the United States over the past decade as it seeks to replace its Russian-origin military and is in talks for helicopters, armed drones and a bigger Indian plan for local production of combat planes together worth billions of dollars.
To allow for transfer of technology for building combat jets locally and other joint ventures, the United States had sought guarantees for the protection of classified information and technology.
A draft of the agreement called Industrial Security Annex is now ready and will go up before the Indian cabinet for approval in the next few weeks, sources aware of the India-US defence negotiations said.
It would be the first time New Delhi has entered into such a pact with any country, although the United States has such agreements in place with several countries, one of the sources said.
Lockheed Martin and Boeing are both in the race for a deal estimated at over $15 billion to supply the Indian air force with 114 fighter planes to replace its ageing fleet of Mig 21 jets.

 The planes have to be built in the country as part of Prime Minister Narendra Modi’s Make-in-India drive to cut expensive imports and build a domestic industry.Pompeo will arrive in New Delhi on Tuesday and will hold talks with Modi and his Indian counterpart Subrahmanyan Jaishankar the following day.

Can't hide if an F-16 is shot down, says Pakistan; rejects India's claim

Pakistan Army on Monday once again rejected India's claim of shooting down a Pakistani F-16 fighter jet, saying one cannot hide if a plane is downed in today's age when even if a motorcycle crashes the world finds out.
India has asserted that an Indian Air Force MIG-21 shot down an American-made F-16 on February 27 during the aerial confrontation, a day after Indian fighter jets bombed a JeM terror camp in Balakot, Pakistan.
Pakistan, however, has consistently denied the Indian Air Force's claim, saying none of its aircraft was shot down during the weeks of tensions between the two nuclear-armed countries.Pakistan also claims to have shot a second Indian Air Force jet during the engagement, a claim India has dismissed.
"We downed two Indian planes in the process, the whole world saw their debris and you [India] still claimed that one of the two planes was ours and one of our own pilots died, as we had initially said that two Indian pilots had been captured, and then said that there was only one. You [India] said that we have changed our statement because one pilot was our own," Pakistan military spokesman Major General Asif Ghafoor told reporters in Rawalpindi.
"We got initial information through the proper channel, then on the ground, I personally found out that only one person had been captured and I sent out the correction myself. How is it that you are ready to accept one of our statement, not the other?" he was quoted as saying by the Dawn newspaper.

IAF hit the target in Balakot; we don't count kills: Air Chief BS Dhanoa

Speaking on air strikes carried out by Indian Air Force (IAF) across the Line of Control (LoC) in Pakistan, Air Chief Marshal Birender Singh Dhanoa on Monday said that the IAF had hit the target in Balakot, otherwise why would Pakistan Prime Minister have responded.

"If we dropped bombs in the jungles, then why would he respond?", said Dhanoa.

He further added saying, "Death toll depends on the number of people present in the target, IAF doesn't count the number of dead", said the IAF chief.

"IAF is not in a position to clarify the number of casualties. The government will clarify that. We don't count human casualties, we count what targets we have hit or not", clarified Dhanoa.

Air Chief Marshal Dhanoa said that MiG21 used in shooting down Pakistan F-16 is an upgraded aircraft with advanced weapons system and the casualty figure in air strike on Balakot camp will be given by the government.

When asked when IAF Wing Commander Abhinandan Varthaman will be back his fighter jet cockpit, IAF chief Dhanoa said, "Whether he (Wing Commander Abhinandan) flies or not depends on his medical fitness.

That's why post-ejection, he has undergone a medical check. Whatever treatment required, will be given. Once we get his medical fitness, he will get into fighter cockpit," he said.All required treatment will be given to Wing Commander Abhinandan, Dhanoa said.


 The Air Force, Dhanoa said, has to get its act together and find out what caused the mid-air clash ahead of the opening of the Bengaluru air show on February 19 and helicopter crash in Kashmir last week.
